ILLINOIS COMMERCE COMMISSION Applications for both intrastate stamps (blue and white cards) and Single State Registration (full-sized sheet of paper called RS-3) have been mailed. No packages yet? A call to (217) 782-4654 with your ILCC number in hand will resolve the issue. Year 2001 blue and white cards resulting from your intrastate application must be in cach and every vehicle at 12:01 AM January 1st. There is no weight or size trigger in this statute. If you hold intrastate authority from this Commission, every vehicle displaying your company name and ILCC number must carry the 2001 document. there is also no grace period, and the penalty is $75 per vehicle. Complete your renewal package now, while you're thinking about it and avoid the last minute angst. Telephone conversations during the last month indicate we need to talk about SSRS. On january 1st each vehicle trasporting interstate freight - regardless of vehicle seze or weight must carry a COPY of your 2001 RS-3. That means every for -hire vehicle crossing a state border must carry that same newly minted year 2001 RS-3. However, it's transportation of interstate freight that forces this requirement. Simply holding interestate authority (but not using it) is not the SSRS trigger. In fact, to require SSRS a vehicle does not actually have to corss a state border. It qualifies even if it remains in a single state, but transports freight that will leave or has come from another state. How will an enforcement officer know? Remember the phrase, "let me see your bills?" What if my driver has no bills?: Is the freight labeled? Do freight bills exist in your office? For distinction, holding intrastate authority from the Illinois Commerce Commission does trigger the requirement for blue and white cards in every single vehicle, regardless of the nature of the freight.
